Name: Dr. Wheelo
Special Attacks/Abilities:
Ability to turn any land into a desert.

History: 50 years ago, a mad scientist by the name of Dr. Wheelo died from causes unknown in the second Dragonball Z movie "The World’s Strongest". Upon his death, his assistant created a new type of technology that could preserve his brain. His assistant, Dr. Cochin, continued research on their ultimate weapons of powers, but before he could finish, an avalanche buried their research lab under billions of tons of ice sealing the evil scientist away.

In present time, Dr. Cochin found the 7 Dragonballs and wished that the walls of ice would disappear, freeing the trapped laboratory. During the epic battle between the henchmen of Dr. Wheelo and the Z fighters, Dr. Wheelo frees his large metallic android which contains his brain to duke it out with the Z fighters. The monster of a machine proves to be too much for the Z fighters until Goku puts the ultimate stress on his body and uses his Kaioken to rip off one of the arms of Dr. Wheelo’s Android.

Sensing danger now, Dr. Wheelo flies up into the atmosphere to destroy the Planet Earth with one last ultimate attack. Goku now sensing the danger, prepares his last ultimate attack, the Genki Dama or the Spirit Bomb. Dr. Wheelo is slowed down by Piccilo and Gohan up in the atmosphere and by Krillin a little bit just enough so Goku can unleash his spirit bomb, blowing the Android of Dr. Wheelo containing his brain into infinity.

Since this is in a Dragonball film, the characters don’t usually come back in future installments of the series as Dragonball Z or Dragonball GT or not at all in some cases.
